FEMA Hazard Mitigation Project (2004-2008)

Abstract: This project will involve a two-year effort to develop a WSU Hazard Mitigation Plan to serve as an Annex to the Washington State Enhanced Hazard Mitigation Plan. Significant engagement of university personnel and the public will be involved, as will a statewide HIVA inventory of WSU facilities, critical infrastructure, hazards (natural and man-made), risks, and mitigation options. The planning process will also provide opportunity for WSU to expand partnerships with federal, tribal, state and local governments and citizens for planning, hazard mitigation activity and more general disaster and community preparedness education, planning, and activities. Funding is provided by FEMA through the Washington Military Department’s Emergency Management Division.

Lakewood (CO) Police Department (2007-2008)

Crime and Criminal Justice Survey

Abstract: This project will involve two separate survey processes. 1. The first will be a multiple-wave “Dillman-method” mail survey of a random sample of 1500 households in the City of Lakewood, Colorado. This survey will be conducted entirely by staff of the Division of Governmental Studies and Services (DGSS) at WSU. This survey will use a questionnaire format and questions developed and used by DGSS in a number of previous citizen surveys conducted for law enforcement agencies (e.g.: Spokane PD, Washington State Patrol). The sample of voluntarily participating households will be derived from Lakewood utility billing records. 2. The second process will managed by staff of DGSS, but conducted primarily by volunteers associated with the Lakewood PD. DGSS will provide methodology, forms, training and oversight for a telephone survey of residents who have had recent contact with the Lakewood PD. This process will utilize an interview protocol, questions and process very similar to that used in two such processes conducted for the Spokane Police Department. The data entry, data analysis, and preparation of a report of findings for both of these research projects will be the responsibility of DGSS.

SAVIN Program Evaluation (2006-2008)

Abstract: 1. Assessment of key outcome measures. This component will entail descriptive statistical analyses of the data elements specified in the grant solicitation concerning compliance with the Government Performance and Results Act (GPRA), Public Law 103-62. In particular, this component will contain an assessment of: a) The percentage of notifications that meet notification time standards (based on State standards), b)The percentage of victims of felony cases served by notification systems.

2. Survey and field observation research components to assess levels of satisfaction and perceptions concerning the SAVIN program. This component of the research will entail three methodological approaches. First, a survey will be distributed to the subscribers to the SAVIN program to assess various dimensions of program performance and satisfaction. Second, a series of focus group sessions with justice professionals and victim advocates will be conducted to gauge their perceptions of the SAVIN program. Third, a member (or multiple members) of the WSU research team will attend meetings of the SAVIN project advisory and/or policy groups over the course of the project.
